IMPHAL, May 25: A comprehensive action plan specifically formulated by the State Government to tackle insurgents and to check extortion has been submitted to the Union Home Ministry.
On the other hand, the State Government has made necessary arrangement to utilise BSF and CRPF personnel in counter-insurgency operations in seven Assembly segments under Imphal Municipal area from where the disturb area tag has been removed.
A reliable source informed The Sangai Express that the comprehensive action plan was formulated in compliance with the suggestion of Union Cabinet Secretary KM Chandrasekhar who visited the State some time back along with the Union Home Secretary and the Defence Secretary.
The comprehensive action plan formulated by the State Police Department was submitted to the Union Home Ministry by the State Government a few days back. However, there has been no response from the Home Ministry with regard to the action plan.
Earlier, the State Cabinet had already granted permission to formulate a police action plan to curb insurgency. According to the police action plan, the State has been divided into three different zones from security perspectives.
Meanwhile, the Central Government has approved the State Government’s plan to utilise CRPF and BSF personnel in Imphal Municipal area covering seven Assembly segments from where the disturb area tag has been lifted and subsequently the infamous Armed Forces (Special Powers) Act has been invalidated.
The two security establishments have been picked up for counter insurgency operations as they have their own Acts which permit them to undertake counter insurgency operations in areas free from disturb area status, informed the source.
Utilisation of CRPF and BSF personnel in counter insurgency operations was already approved by the Union Government during the Cabinet Secretary’s visit to the State.
However, the State Government has not taken any definite decision on utilisation of CRPF and BSF in counter insurgency operations for the present.
